In December I appeared as a witness before two Select Committees in the Westminster parliament: the Treasury Committee (TSC) which was responding to the government’s Pre-Budget Report; and the Public Administration Committee (PASC) which was investigating what standards of ‘good government’ might look like.

One of the awkward questions I got asked at both was along the lines of “so what would you do?” I confess that my answers weren’t as well thought through as they might have been – so in January I wrote an article for Public Finance which set out some of the things I thought the government should be doing – including wiring British homes with optical fibre; a high-speed rail system; and reforms of Whitehall and the civil service.
